HBZ 259 Driver on his phone not paying attention through a turn and just misses hitting cyclist

A cyclist is biking uphill in a clearly marked cycleway and the driver is making a left without a clear view of oncoming traffic while on his cell phone which is clearly visible in his hand.

Driver didn't slow down and only missed me because I was able to slow down.
