Give way rules vs impatience

A car and cyclist approach stop signs at an intersection. Out of view a car is approaching from the right but turns into a premise just before the intersection. The cyclist has right of way however the car and cyclist both start to move, the cyclist applies brakes to avoid an accident. The car continues through the intersection.
