Driver signals right but does U-turn and speeds away!!

On Sunday, March 8th, 2026, I was behind a blue Mazda which signaled to turn right from but after commencing a right turn, suddenly and without warning or signal starting turning left instead, and proceeded to do a full U-turn in my direct path. I immediately slammed on my brakes and took evasive action to avoid a catastrophic collision - I was almost thrown over my handlebars, just narrowly missing the car by inches. The driver clearly saw his error, but instead of checking if I was ok (or in need of assistance) he immediately sped away and tried to hide behind a snow bank in an attempt to evade detection (as he saw me turning around to follow after him). When I found him, he again tried to speed off, but I blocked his vehicle in order to get his licence plate number. He motioned to me to approach his vehicle and questioned why I was riding in the middle of the road. He and his female passenger started laughing and the sped away in an unsafe manner.
