Very Close Pass while having plenty of space

This vehicule was very close while passing me, just a few centimeter from its mirror. We can also see that the vehicle had more than 10 seconds to see me and had a FULL lane available to provide more space. Ontario Highway Traffic Act Schedule 43 article 439.2 requires 1 m space to cyclists.
