Tailgater while waiting to pass

This Honda SUV got delayed for 20 seconds. But she had to tailgate me while waiting to pass. I did acknowledge her as she came up behind me. And again when she honked at me. I started to move over when the opposing traffic was clear. But then she had to slow up again to yell at me.
I contacted the Sheriff's Office to file a complaint about the tailgating. I told the deputy who called me that I did not want her to get a ticket. Just to be educated about why cyclists may take the lane. When he called her she was defensive. She told the deputy that she thought I was being arrogant for not moving to the right for her. After the deputy explained why cyclists ride in the lane she finally understood. One more drive who now knows a little more.
The Colorado Driver's Manual has a page explaining that cyclists may take the lane when it is too narrow. Though most drivers have never read the manual.
