Passing in No Passing Zone on Hill

Driver decided to pass in the no passing zone approaching the crest of a hill. I motioned for him not to pass but he did anyway. A vehicle driving in the opposite direction had to slow down to avoid the truck. A few miles up the road I talked to two volunteers. He did the same thing on a blind curve and forced another vehicle to stop to avoid being hit head on.
