Needlessy close pass

I was riding along, just an easy recovery ride, @ ~19mph and this joker in their truck did a very close pass. Not even any oncoming traffice, but didn't get further over into the other lane - so it seemed completely intentional. I scaled it out and it was likely less than a foot from his truck to my elbow - NC minimum is 4 feet. I called and reported it - waiting to see if anything happens to the driver.
