San Timoteo Canyon Road, SE-bound, Riverside County, between Redlands Blvd and Fisherman's Retreat. Honda Insight in opposite direction illegally crossed double solid line to pass a trash truck, coming within two feet of a near head-on collision. Stop video action of driver's face shows that he doesn't care that I'm present.
