On a fast descent with cracked surface, selfish and dangerous driver of the blue Hyundai operated their horn illegally and refused to change lanes (empty oncoming lane) when passing to give the minimum 1.5m safe passing clearance.

NSW Road Users Handbook (pg. 76), Allow riders a full lane:
" If there's not (a bicycle lane), or it's not practical to use, they have the right to use the road. This includes the middle of the lane."
