How to demo poor driving and save zero time

I was out for a ride when an SUV slowly passed me on my left, signaled for a left turn, then stopped due to oncoming traffic. The pass left less than the three feet of clearance required by law, and was also unnecessary because the vehicle had to stop for traffic anyway. The driver could have had the same result (minus demonstrating his poor judgement) by slowing a couple seconds earlier and not passing me.
