Failure to give way

Traveling through the back streets to avoid traffic at about 10:30 pm after a meeting. I run the Cycliq lights (fly 12 and fly 6) front and back on full brightness with additional lights on my helmets. There is no way I could not be seen. I was doing 26 kph when the car pulled out. Other than being a little annoyed at the time, fortunately, nothing serious happened.
