Double white lines are there for a reason

Cycling along where there were double white lines, I was travelling more than 10mph so cars are not allowed to pass when the car decided to overtake as another car was coming in the other direction. Close pass sent to the Police and some action taken but i have no idea what as they do not let you know as you are not classed as a victim so have no right to know.
