Dangerous turn into cyclist

Saturday, May 22 at 9:38 am the driver of TFU 334 completed a turn directly in front of me. Bright sky, I was fully visible before the driver started to turn and would have hit me. The only explanations are, driver doesn't care about cyclist or is completely incompetent.
Driver was travelling north on Bobbin Head Rd, turned right into Normurra Ave just outside of Cafe 74.
