Dangerous Passing on Double no passing lines

The cycle lane was closed and there was a 30km/h s[eed limit due to road works. I was doing about 32-34km/h when this clown decided to overtake me on double yhellow no passing lines, right on teh crest of a hill. Lucky there was no one coming the other way.
