Close pass on Cedar Road

We were on a Sunday club ride, riding single file. The driver initially gave the group room but cut in at the last minute due to a car coming the other way. There was plenty of room for him not to do that. When we protested he honked all the way down the road as if to say we were in the wrong. We were inside the white line on the shoulder so legally we were in the right. The police were contacted, they agreed it was too close. The law here requires 3.5 feet on roads over 50 km/hr, if there's no room you are supposed to wait. No charges were filed but the driver got a stern talking too.
