Close call jeep pulls out

Riding at height speed you can see jeep on my left pulling up towards stop sign , stops and then just as I approach she pulls out right in front of me, if I had not hit brakes I would have gone right into her. I had a fly12 on front with light flashing yet she still did not see me.
