Blind passing double yellow line

A group ride of > 20 cyclists, going uphill, riding 2-abreast legally. The driver of the white car coming behind the group decides to pass the entire group on a no-passing zone (double yellow line) and not seeing oncoming traffic, forcing the driver in the opposite lane to come to a complete stop. CRAZY.
