Why pass within 1 metre (road rules) with the road narrowing ahead

Waiting at traffic lights at Middleborough Road and Springfield Road Blackburn North to change green
Aware of vehicle stopped behind
Green light then I ride down hill west along Springfield Road Blackburn North
There are cars in opposite lane and parked cars at left kerb so the road is narrowing yet car driver passes way under the 1 metre rule
