Unnecessary Close On Coming Pass

Close on coming pass when there was absolutely no other cars coming behind me. All he had to do was wait 5 more seconds until the lane was completely clear and I was gone. Also was speeding. The front license plate was smoked out (illegal in Ontario) but my rear camera caught the rear Ontario license number.
