Spectator watching cars from a nearby car event standing in bike lane does not move, cyclist assumes they will stay in place and plans to pass on the left.  It is only once the cyclist is very close, that the spectator dashes in front of the cyclist and enters the car they came from.  (This cyclist was going slow in expectation of opening doors.  If the cyclist was going at their normal speeds, the spectator would have likely been hit.)
