MGIF at a Traffic Island

Despite a car coming the other way and a traffic island this driver simply had to try and pass me. Almost too late she realised there wasn't enough room and nearly drove into the traffic island. I have to wonder what all that paint on the road is there for - maybe to indicate a hazard?.
