Illegal high-speed pass near kids camp on campus

I was doing laps on the SUNY Purchase campus and rolling near the "Unbound" kids camp and a Kia Alantra (NY: KZR 1899) passed me in a 30mph zone doing 47mph (Garmin now has car speed as it approaches from behind). As is clear from the front camera, there are children present and there is a pedestrian crossing that the speeding car narrowly gets through without hitting one of the signs.
