Dazed and confused

Cycling north on Wilderton Road Poole and turning right onto Balcombe Road, I came across a driver of a Mini making a u-turn, having realised that the road he was wanting to access was closed (despite several warning signs to that effect). As I came past him, he seemed unaware of my presence and was continuing his turn, almost colliding with me until I shouted at him to stop.
