“This is a rural area. Communities don’t always have leash laws. In this case, the dog dashed across the street and nearly got under the front wheel of a cyclist; that always ends poorly for the cyclist.
There can be a crash, or a motorist may swerve to miss the animal and put the cyclists at risk.”
