Partially sighted driver fails to see oncoming cyclists

Approaching a blind summit, a vehicle approaching from behind moves to the other side of the road to overtake me, but fails to see the two oncoming cyclists and has to cut back in and brake sharply in front of me.
As he passed me, rather than looking ahead at the approaching cyclists, the driver was looking in my direction. I recognised him as the same driver who had harassed me in a truck two years earlier.
