Using shoulder to pass without checking for cyclists

Car A decided to pass the 2 cars B & C in front, even though B was also trying to go to the same place and was waiting for C to get out of the way (though B soon gives up and decides to pass C). Car A does so via road shoulder without checking for cyclists (designated bike route). Soon after, car A almost cuts me off at ambiguous car/bike cross-over point, even though I was there first and was clearly signalling left. Car A then turns right at a red light without stopping at the stop line.
