The motorist violates the following codes of the O.C.G.A.

40-6-44: Limitations on Overtaking
"No vehicle shall be driven to the left side of the center of the roadway in overtaking and passing another vehicle proceeding in the same direction unless ... passing to be completely made without interfering with the operation of any vehicle ... overtaken."

40-6-46: No Passing Zones
Motorist clearly passes cyclist in a no passing zone delineated by solid double yellow lines

40-6-123. Turning movements; signals required on turning, changing lanes, slowing, or stopping.

Motorist did not provide cyclist enough time to react to right turn after overtaking
