Overtaking into a traffic calming isle at a zebra crossing

Very close overtake right ahead of a pedestrian crossing with a traffic calming isle (hence the curve in the street). Reported to the police, but the case was dropped for lack of criminal nature, and the public order office saw no public interest in pursuing a misdemeanour/public order violation.
