Landscape truck makes illegal high-speed pass

Heading down a hill with a 35mph posted speed limit, a landscape truck passes over double-yellow line and well in excess of speed limit AND into on-coming traffic; there was ZERO reason for him to pass me. I was probably at 40mph at this point and typically hit 45mph, so no need to pass me. Yet I had to slam on my breaks and deal with straw and other debris from the back of his truck. I called the owner of the business (as the name and tel# are on the truck). He apologized and said he tells his crew to follow the laws...
