Driver pulls into road suddenly from parking space to cause crash

Driver started to pull out from a parking space on the right side of the roadway and then stopped, apparently when he saw me and another cyclist approaching. It sure seemed like he turned his head in our direction and we braked and pulled into the roadway just to be safe. Just as we approached the driver decided to pull into the road anyway and I was unable to avoid a collision with the front left quarter panel of his vehicle before I hit the street. He later said he didn't see us. I only suffered a skinned knee and the bike was unscathed.
