Car passing to close

Typical driving here for some drivers who won't pull over to the other side of the road to pass when there are no on coming cars. We have no 1 meter passing law and while most drivers are very considerate and give you lots of room there are still to many that won't. By license plate there is a sticker with a N on it which indicates that it is a new driver. If this license plate was readable I would report this driver to the motor vehicle branch. They obviously missed the lesson on passing.
