Eager to pass, driver crosses double-yellow into oncoming car (+ close pass at end)

Typical BS with driver who can barely wait to pass. Despite double-yellow line, they drive into on-coming traffic, eliciting a honk from the "classic car" driver. Finally the driver of the Honda Prius gave me a close pass with on-coming traffic disregarding my safety or state laws for "safe passing distance".
