Vauxhall close pass (told you Vauxhall drivers were the worst)

One of the frustrations of reporting close passes and careless driving is the inconsistency of action taken by the police. This one was "no further action" yet I have plenty a post and prior submissions, not as close as this one either, which were prosecuted. The two times I've been to court as a witness (won both) the passes were less close than this.
