Riding two abreast on a three lane road with minimal traffic at this time of the morning. Driver was not making any turns and heading straight. Driver had three lanes that they could have used, but decided to stay in our lane and use the horn while passing and came well within the one metre restriction. Two hundred metres up the road the left lanes ends, and the driver had to merge into the middle lane anyway.
