Neighborhood resident driving on the wrong side of the road to get around diverter

Driver on the wrong side of the road, to get around neighborhood greenway diverter. He then parked at a house close by. I'm guessing driver does this often. It startled me because I was going to roll through when he switched lanes and turned in front of me.
