Near miss with a car cutting into the shared bus/cycle lane

I was cycling towards Halswell on Lincoln Rd when the red Mazda decided to cut into the shared bus/cycle lane while indicating (without signaling for at least 3 seconds before changing lanes), nearly hitting me. As the signs clearly indicated leading up to the incident, the lane was dedicated for buses and bicycles between 3-6pm, Mon-Fri. (The incident took place at 4:31pm on a Tuesday.)

The careless and impatient driver clearly chose to flout the rules and failed to checked that it was clear before switching lanes.
