Close pass into oncoming car

Idiot driver performed the close pass on a narrow country road while there was an oncoming car. The winds had really picked up and I was having trouble staying in a straight line. I reported it to police however the car was a rental vehicle and the driver who is from Australia had already boarded a flight home.
