Construction zones can be one-lane only with timed stop lights at either end to control traffic flow.
If it's a short distance and the one-lane zone is on flat terrain a person on a bicycle can make it through without any issues.
However, if it's a long construction zone in a mountain pass and you are going uphill, a person on a bicycle might not be able to get out of the construction zone before the timed stoplight changes and allows downhill motorists to proceed.
