Van Blows Stop Sign, Passes on Right

Passing through an intersection where the intersecting street has stop signs, but not the street I was travelling on. As I was going through the intersection, a van came up on the right side. I watched it not slowing for the stop sign, so I moved over to the left to avoid being hit. The van did not stop at the stop sign, entered the intersection while I was in the intersection, and then passed me on the right hand side.
