This guy had plenty of time to slow down but instead chose to accelerate, pass too close, and of course do so in an intersection. People on bicycles may take the full lane where traffic is authorized to turn right and where there is not enough room to safely share a lane with motor vehicles (CVC 21202), both of which were true here.

I caught up with the guy a little farther down the road and told him what he did was messed up. He said he doesn't care, just like most negligent drivers who I have talked with. I bet he'll care after he causes a collision that he can't walk away from...
