Pickup Truck pulling Trailer threating safety of cyclist

Ford F150 FX4 pickup truck pulling a trailer pulled up beside cyclist on Hwy 80 in Martindale, TX, USA, then initiated a right turn crossing directly into the path of the cyclist forcing the cyclist off of Hwy 80. Cyclist had to brake hard to avoid hitting the truck and the trailer wheels came dangerously close to the rear of the bicycle. Local police are grossly understaffed and consider the cyclist to be a pedestrian. They stated that even if they could prove who was driving the truck, they could only issue a citation for failure to yield the right of way to a pedestrian.
