No Turn on Red!

I was on the trail, crossing over a major road. The cross traffic has several signs indicating "no turn on red." Regardless of the red crosswalk light, as I approached the intersection, no other cars were around. As I was already in the crosswalk, the driver of the SUV never hit the brakes, went past the Stop bar (with a Red light for his direction of travel), entered the crosswalk, and only hit the brakes when he saw my lights. After I went around, he casually made the turn and continued on his way.
