If you're going to close pass a cyclist, why not go the whole hog and cross a double white at the same time, on a railway crossing, just as the cyclist traverses the rail track.
As I understand it, vehicles are prohibited from crossing a solid double white line unless overtaking a pedal cycle or horse doing less than 10 mph ( I was closer to 20 mph).
But not if you're Mr Numpty.....
