Fast pass by young eBike rider

With no audible notice, a young boy on an eBike zoomed past me using the buffer zone. I was going about 18 mph at the time, I can only guess he was at or over 25 mph? He almost kept up with the car that passed me next.
He then switched to the pedestrian sidewalk to continue pass a shopping center at about that speed.
