The oncoming vehicle chose not to give way to the oncoming cyclist, causing the cyclist to brake and swerve out of the way of serious injury / death. This is pure "car brain" mentality as the driver clearly thought they had the right of way, despite there being a clear space to pull in to so that they could give way as required by the highway code. Derbyshire Police agreed, issuing a warning letter to the driver shortly after.
