Crossing double yellow on blind turn

The video doesn't really give justice to things because you can't see him nearly hitting my two friends when he merges back onto our side of the road.

But you do see that the red car in the opposite direction had to go completely off the road into the shoulder to avoid him.

The honk you hear is from him. He chose a terrible time to pass, not only did he go over a double yellow but it was also on a turn where oncoming traffic didn't see him.

Driver swerves back into correct lane and almost hits cyclists that he was trying to pass (not captured).
