Council says no issue

Issue is cars coming from left side not seeing people on the raised Wardell road crossing, Cooks river path.
In this video the car is 100 meters away when I enter the crossing ... I know they wouldnt stop..
Issue is only experienced heading west, never heading east.
I have never experienced the issue during daylight hours, it is always after dusk ... I cross at this crossing on average 10 times/week.
This week, of the 4 after dark crossings I made, it occurred twice (consistent with last winter)
I have previously tested if it is my speed of entry on to the crossing, it does not appear to be that.
In all instances where it occurs, there is traffic coming from the right side which has either stopped or is coming to a stop.
It is clear from the face of the drivers who go through the crossing that they only see me last second, I do not believe it is an intentional drive through ... it is a crossing design issue BUT, the council insist, no issue..
