Close pass with trailer

Inches. It doesn't get much closer than this. Very, very close pass into oncoming traffic. The driver pulled over about a half mile up the street at his house so I was able to get video of him acting like it was my fault and blaming me, even though he decided to pass me going maybe 30mph when I was going about 22mph. Driver said he 'didn't care' about the laws when I asked him why he passed so close. He said 'I was lucky' he didn't run me over, as though it was my fault he decided to pass there with a car oncoming.
I reported it to the police and they said they'd talk to the driver and try to educate him on the laws of safe passing as he was completely ignorant to the minimum spacing... I thought it was a little soft, but the deputy did indicate that if the same guy does stuff repeatedly, then they'd probably escalate to further punishment.
