Close pass then deliberately reverses into bike

I took the advice on West Midlands Police website and reported this using the "Non-Stop Self Reporting Collision Form", a few days later they informed me that this had been passed to the Traffic Investigation Unit (TIU). I asked for an update on this incident a couple of weeks ago and I've just heard back from the TIU who asked me to supply them with the video. The collision, which I thought was very clear on the video, isn't actually captured i.e. the bike shakes but there's no clear video of the car actually hitting the bike so this isn't being treated as a collision. The time limit for sending a NIP for the close pass has expired so it looks like this driver (who appears to be smoking a joint) gets away with no consequences.

I suspected at the time that reporting via the "Non-Stop Self Reporting Collision Form" was the wrong thing to do i.e. it would take weeks or months for any action to be taken by which time it would be too late. I should have reported via the nextbase portal for the TIU to handle it, they might have just got back to me and told me to report via the "Non-Stop Self Reporting Collision Form" or they might have just processed it as a close pass, regardless they wouldn't have sat on it for weeks or months.

At the time the car showed as having valid VED and MOT, searching now will give no results. I paid to get the details of the drivers insurance from the DVLA and his insurance company messed me around and wasted my time, quite obvious they didn't want to know.
