Close pass and horn harassment

On March 3, 2025 at 10:09 AM I was riding my bicycle on Pleasant Hill Road from Lafayette toward Walnut Creek. I had just come over the top when a vehicle (license CA 6XXN073) passed me in violation of the 3 ft Safety Law (VEH: 21060) and unnecessary used their horn in violation of VEH 27001(b). I have this recorded on video. The video is linked below. As you can see from the video a couple of vehicles passed me without a problem. This vehicle then moves from the outside of the lane to the inside to harass me.
